Chief Executive Officer
Stephen Lund is a 30-year veteran of the financial industry with leadership roles in banking, venture capital, business development and international finance.
He is the CEO of the newly established Crown Corporation Opportunities NB, the first point of contact for business development in the province.
He is the former President and CEO of Nova Scotia Business Inc. (NSBI). Stephen and his team attracted a number of world-leading companies to Nova Scotia and worked to proactively help local, home-grown businesses reach new markets and become stronger global competitors through trade initiatives and financing investments. In its most recent five-year reporting period (2007-2012), NSBI achieved over 150% of its key target, generating over $1.2Billion in new client direct payroll ($2.1B including indirect) on a target of $800Million. In 2012, through his leadership, Nova Scotia was named by FDI Intelligence, a division of the Financial Times, the best-performing region in North America in attracting inward investment.
Stephen is a graduate of the Business program at St. Francis Xavier University, holds an MBA from Queen’s University and received his designation from the Institute of Corporate Directors. He has also completed a number of executive courses at Queen’s University, the University of Chicago, and Harvard. Stephen served as a member of the board of directors at the IWK Health Centre and the QE2 Hospital Foundation and currently serves on several Boards and a number of business associations. He was the inaugural Chair of the Heart & Stroke Hockey Heroes Fundraiser. In 2011, he was inducted into Atlantic Business Magazine’s prestigious Top CEO Hall of Fame after being named one of the top CEO’s for five consecutive years, and he was recognized by Financial Centers International as one of the top 500 most influential people in financial centers worldwide.
He is active in a number of sports and was a participant in the World Triathlon Championships, the Boston Marathon and the Canadian University Hockey Championships. He is married to Sandy and has 2 sons Connor and Shaun.
Vice President, Business Growth
Serge Doucet is an experienced economic development professional with more than 25 years experience managing and leading teams that span various government departments and economic development agencies such as Enterprise South East.
Serge is a graduate of the New Brunswick Community College with an accounting diploma and the first Public Service employee to graduate from the Wallace McCain Institute’s 2IC leadership development program.
He was integral in the development of the Northern and Miramichi Economic Development and Innovation funds and was the President of Future NB before serving as Assistant Deputy Minister to the Departments of Agriculture, Aquaculture and Fisheries and Economic Development.
As a part of Opportunities NB’s Senior Management Team, Serge Doucet is the Vice President, Business Growth.
Vice President, Deal Structuring & Chief Financial Officer
With more than 20 years of senior financial management experience, Paul is the Vice President Deal Structuring and Chief Financial Officer for Opportunities NB since joining in September 2015.
Prior to joining Opportunities NB, Paul has worked for the past seven years with Deloitte in Atlantic Canada and most recently as Vice President, Capital Markets and Executive Director, M&A Services. Prior to joining Deloitte, he was CFO for a NB software company and Manager, CIBC Commercial Banking, CIBC World Markets.
Active in the community, Paul is a graduate of the Bachelor of Commerce degree program at Memorial University and holds several professional designations including Corporate Finance Qualification (CF), Certified Public Accountant from the US (CPA US), Certified Management Accountant (CMA) and Certified General Accountant (CGA).
Vice President, Government Relations & Communications
Nora is a senior marketing and communications strategist, with over 25 years’ experience in both the private and public sectors. A native of Riverview, New Brunswick, Nora relocated to Toronto in 1988 and began her career in the advertising agency industry with Scali, McCabe, Sloves Ltd., followed by a move to Calgary with Chiat Day Mojo in 1990.
Nora gained progressively senior roles in marketing, event management, internal and corporate communications for national giants Canadian Airlines, Telus, and Group Telecom before relocating to Doha, Qatar to gain International market experience. Upon repatriation to New Brunswick, Nora spent six years with the New Brunswick Liquor Corporation managing the marketing and communications departments before becoming the Director, Research, Marketing and Communication at Invest NB in August 2012.
As Vice President, Government Relations & Communications, Nora serves as the chief aide to the President and the Board of Directors, managing special projects including matters involving the corporation, community stakeholders and government leaders.
Nora has held board appointments with Kids Help Phone and various sport organizations in Alberta and New Brunswick. She is the past Vice Chair, Fredericton Public Library Board of Directors, a position she held since 2008.
Vice President, Investment Attraction
Jean-Paul Robicheau joins ONB with 10 years’ experience building and delivering on strategic near shore value propositions designed to attract some of the world’s top financial services firms to the Atlantic Canadian region.
From 2004 to June 2015, Mr. Robicheau had worked with firms like CITCO Fund Services, RBC, Marsh Captive Management, Admiral Administration, Connifer Fund Services, TD Insurance, Manulife Financial, BF&M and BDO Cayman – all choosing and successfully setting up shared services and centralized mid office operations in the Atlantic Canadian region.
As a Vice President, Investment Attraction at Opportunities NB, Mr. Robicheau is responsible for foreign direct investment professionals, working to attract the worlds’ top organizations to New Brunswick recognized as Atlantic Canada’s hub.
He is active in a number of sports, has competed in the Ironman Triathlon, adventure races as well as marathons in the US and Canada. Born in Grand Falls, NB, he has lived in several communities in New Brunswick including: Edmundston, Saint Quentin, Bathurst, Beresford, Moncton, Saint John and Fredericton.
In June 2015, after spending 15 years in Dartmouth, Nova Scotia, he was very excited to return with his family to New Brunswick.
Chief Culture Officer
Graduate of the University of New Brunswick’s Master in Education, Counselling Psychology degree program, Heather Libbey is a change management expert with over 15 years’ experience in various change management, employee communications and continuous improvement roles within the banking industry.
Traci Simmons joined Opportunities NB in June of 2015. Serving as the Chief Advisor to the CEO, Traci works with key community and government stakeholders, as well as serving as the primary liaison to ONB’s private sector Board of Directors.
A graduate of the University of New Brunswick’s MBA program, Traci has significant experience in strategic and business planning across a variety of industries. Born in Minto, NB, Traci is passionate about ONB’s role in driving economic growth across NB.
Traci is also very involved in her community and is currently serving on the Board of the Fredericton Community Foundation.
Director of Communications
A bilingual communications professional, Carolyn McCormack has been working in challenging and rewarding roles in the fields of public relations, communications management and marketing communications for more than 15 years. Carolyn began her career in the private sector with McCain Foods Limited, followed by roles with other Atlantic Canadian companies including Stewart McKelvey and Farmers Dairy. Prior to joining ONB, Carolyn spent seven years in the public sector at the Canada Revenue Agency and Horizon Health Network.
A graduate of the Bachelor of Public Relations (BPR) degree program at Mount Saint Vincent University, Carolyn has continued her studies since graduation by obtaining the Communications and Advertising Accredited Professional (CAAP) designation from the Institute of Communication Professionals (ICA) in 2005 followed by the Accreditation in Public Relations (APR) designation from the Canadian Public Relations Society in 2008. Dedicated to professional development and continuous learning, Carolyn is currently pursuing a Master of Science in Integrated Marketing Communications from West Virginia University.
